One can hardly imagine this overflowing creativity to advance technology in several fields of electrical engineering: energy, networking, robotics ... A center of prime importance for optimizing the production, distribution of electricity and developing related technologies. The government, in consultation with HQ leaders, would benefit from expanding HQ's mandate in order to effectively exploit certain technologies that are developed in these research centers to pass on the benefits to the entire population (rather than selling them to the private sector, as was the case with the motor-wheel).
