Every single government that has tried to fight the marijuana problem by throwing money at it has lost all its money. We saw it under (U.S. President) Ronald Reagan 'Say No to Drugs.' Tens of billions of dollars were invested and the rate of use of marijuana barely budged. Part of the population will smoke marijuana whether it's legal or not. Our plan is to look at what's happening around the world. There are countries who have decriminalized marijuana and have done it successfully.
